Good analysis, But I think you need a third category, called variable. In that category you would put items like city taxes and health care. These aren't optional. If you have 50 or more employees you are required to provide basic health insurance in CA; if you do business in SF, you pay SF tax, if you do business in Oakland, you pay Oakland tax, and so on. These items vary, but they aren't optional.
